office of youth development


under direction of assistant secretary, office of youth development (oyd) has policy oversight , support responsibilities state programs youth adjudicated delinquent , many youth , families ruled in need of services courts of juvenile jurisdiction. oyd staff support administrative remedy procedure , disciplinary appeal processes juveniles , perform quality assurance activities juvenile institutions.


additionally, division of youth services (dys) provides probation , parole supervision , coordinates both residential , non-residential treatment services delinquent youth , status offenders , families. dys has offices located in alexandria, baton rouge, harvey, hammond, lafayette, lake charles, monroe, natchitoches, new orleans, opelousas, shreveport, tallulah, , thibodaux. of may 30, 2003, there 6476 youth under supervision – 5630 adjudicated delinquents , 846 fins (families in need of services).


division of probation , parole-adult

the division of probation , parole-adult, comprising twenty-one district offices throughout state , headquarters office in baton rouge, functions community services division. officers of division supervise adult felony offenders released community on probation, parole, diminution of sentence, or medical furlough. have broad range of duties drug screening offenders, executing parole warrants. officers commissioned, p.o.s.t. certified, law enforcement officers arrest powers. supervise offenders living in community serving felony sentences outside of incarceration. supervise inmates in ten community rehabilitation centers (crcs) , intensive parole cases institutional impact (intensive motivational program of alternative correctional treatment). officers in division provide investigative services decision-makers in criminal justice system, including judges, parole , pardon boards, , governor s office. oversee collection of various criminal justice fees, supervision fees, , victim restitution. district offices located in alexandria, amite, baton rouge, chalmette, clinton, covington, harvey, lafayette, lake charles, leesville, minden, monroe, natchitoches, new iberia, new orleans, port allen, shreveport, tallulah, thibodaux, , ville platte. during fy 2002-03, officers supervised collection of more $20,752,527. of july 1, 2003, officers of division supervising 63,000 offenders.


prison enterprises division

the prison enterprises division (pe) helps reduce overall cost of prison operations , operating costs of other state agencies, local government entities, , other tax-supported institutions operating self-supported industrial , agricultural businesses employ inmates in meaningful jobs, teach them marketable skills , work habits, , provide quality, cost-effective products , services. pe pays incentive wages inmates eligible. farming operations include row crops , garden vegetables, range herds, swinery, food processing, feed mill, land leveling, hay production, , forestry. industrial operations include manufacture of license plates, mattresses, mops, brooms, chemicals, garments, , office chairs; print shop; silkscreen operations; plastic sign shop; metal fabrication; embroidery , furniture refurbishing; , janitorial services other agencies.

board of pardons

the 5 members of board of pardons appointed governor. board meets on regularly scheduled, publicly announced dates consider applications pardon, sentence commutation, , restoration of rights , privileges of citizenship. of board s recommendations clemency forwarded governor final action.


board of parole

the 7 members of board of parole appointed governor. board members function in three-person panels grant or deny parole inmates eligible parole, set behavioral conditions inmates released parole action of board or diminution of sentence, , hold hearings inmates facing revocation violating conditions of release incarceration.
