europe introduced high-speed rail when lgv sud-est paris lyon opened in 1981 , tgv started passenger service. since then, france has continued build extensive network, lines extending in every direction paris. france has second largest high-speed network in europe, 2,647 km of operative hsr lines in july 2017, behind spain s 3,240 km.
