corrections services

corrections services (referred department of corrections) responsible custody of adult inmates across louisiana. 19,000 of louisiana s 37,000 prisoners assigned state’s thirteen correctional facilities. remaining incarcerated prisoners assigned parish facilities. state s facilities not have capacity house offenders sentenced under state law, state reimburses local governments housing prisoners state sentences.


history

in 1835, first louisiana state penitentiary built @ corner of 6th , laurel streets in baton rouge. in 1844, penitentiary, including prisoners, leased private firm of mchatton pratt , company. union troops occupied penitentiary during civil war, , in 1869, lease awarded former confederate major name of samuel james. major james oversaw louisiana corrections system next 31 years.


from 1901 until 1916, corrections operated board of control, three-member panel appointed governor of louisiana. 1 of first actions taken new board purchase of 8,000-acre (32 km) angola plantation. new camps built , many new security officers hired.


in 1916, legislature abolished board of control , appointed general manager of penitentiary. new general manager, henry l. fuqua, fired of officers @ angola , in place put selected inmate trusty guards . manager purchased additional 10,000 acres (40 km) of land, increasing size of state penitentiary 18,000 acres (73 km).


in 2010, agency announced may sell prisons in order generate funds.


operations

male inmates parishes enter doc system through hunt reception , diagnostic center (hrdc) @ elayn hunt correctional center. prior 2010 redesignation of forcht-wade correctional center substance abuse facility, male inmates northern parishes entered doc system through wade reception , diagnostic center (wrdc) @ martin l. forcht, jr., clinical treatment unit, satellite of david wade correctional center. male inmates southern parishes entered doc system through hrdc. male death row inmates transferred directly parish of sentencing louisiana state penitentiary (angola). male inmates have on 30 years earliest possible release dates , male inmates sentenced life in prison typically assigned louisiana state penitentiary. young inmates life sentences go wade correctional center.


prior july 2012, male inmates within 7 years of release have positive behavior , work records , not inherently prohibited crimes committed eligible transferred minimum security j. levy dabadie correctional center, located on grounds of camp beauregard.


louisiana correctional institute women (lciw) state prison in louisiana housing female offenders, , facility houses females of security levels, including female death row inmates. women enter doc system through female reception , diagnostic center (frdc).

inmates in need of medical attention require more standard health care taken louisiana state university health sciences center health care services division. inpatient mental health care men provided @ louisiana state penitentiary , elayn hunt correctional center. inpatient mental health care women provided @ lciw.


prior july 2012, sex offenders may housed in louisiana state prison except j. levy dabadie. j. levy dabadie served transportation hub between prisons of north louisiana , prisons of south louisiana; out of dabadie, prisoners transferred , hunt , wade reception centers.


as of 2007 prisoners may elect go louisiana state police barracks in baton rouge; houses minimum security correctional facility not operated doc.


due 2006 state legislation sponsored senator rob marionneaux prohibiting tobacco smoking in public places, prisons began curtail tobacco smoking on property. beginning on may 15, 2009, avoyelles correctional center , dixon correctional institute started pilot program tobacco smoking limited areas @ times in facilities. on august 15, 2009, tobacco smoking @ louisiana state prisons became limited.


legislation limits payments wrongfully convicted $15,000 each year served in prison maximum of $250,000. further amount paid in ten annual payments. have served long unjust terms may die before being paid.

in 2004 juvenile system separated adult system. louisiana office of juvenile justice operates juvenile institutions.


the state of louisiana has guarantee private prisons under state authority each have @ least 96% occupancy, , in event such occupancy not met, private prisons paid if @ 96% occupancy.
