the joint water committee

as part of 1995 interim agreement, joint water committee (jwc) has been established between israel , palestinian territories. jwc expected implement regulations of article 40 of agreement concern water , sanitation. committee composed of equal number of participants 2 parties , decisions need consensus, means each side has veto. jwc not independent israel , pa. instead, decisions can passed higher political level. jägerskog reports several delays concerning implementation of palestinian project proposals within committee, partly due missing palestinian funding, time-consuming approval procedures, hydrological , political reasons.
