the spencerport expressway conceived part of plan link rochester , buffalo limited-access, toll-free highway. although plan scrapped, first segment of expressway i-490 west elmgrove road in gates built in 1960s , completed 1964. when opened, designated ny 940p, unsigned reference route designation. in 1984, expressway extended westward manitou road , redesignated signed ny 531.


in april 1987, plans extend expressway further westward ny 36 in ogden set in motion. @ time, new york state senator ralph e. quattrociocchi , state assemblyman steve hawley introduced legislation requesting $15 million (equivalent $31.6 million in 2017) extension of ny 531 west washington street (ny 36). money appropriated nysdot. more money devoted project part of $3 billion (equivalent $6.08 billion in 2017) bond issue dubbed rebuild new york presented voters during november 1988 elections. measure approved 55% of vote. money assigned ny 531 went toward 2.3 miles (3.7 km) of route s extension.

despite presence of funding, construction delayed on extension until 1993 due opposition residents of communities surrounding ny 531 s future routing—namely gates, spencerport , ogden. new segment of ny 531 opened traffic in 1995. entirety of ny 531 dedicated senator ralph quattrociocchi memorial highway nysdot in honor of quattrociocchi , role in making second extension possible.

in july 2004, genesee transportation council added $5.8 million transportation improvement program aimed @ stimulating effort extend ny 531 westward toward brockport. money went nysdot engineering , environmental studies, began year. later, in september 2005, $5.92 million secured monroe county through efforts coordinated then-united states representative tom reynolds. amount put toward completion of planning phase of project.


on january 10, 2007, nysdot held meeting in brockport discuss future of ny 531. 3 options considered @ event. first option advocated status quo, keeping western terminus of ny 531 @ ny 36. second, expensive option, result in extension of ny 531 along new right-of-way redman road, 1 mile (1.6 km) west of ny 19, southwest of brockport @ cost of $94 million. third option upgrade ny 31 between ny 36 , redman road @ expense of $41 million. second option, if chosen, have been difficult implement due cost. annual budget of of nysdot region 4 equates $90 million, project have constructed financing became available. 2 more meetings planned in 2008 , 2009, , request approval of completed design scheduled late 2009.


on march 26, 2009, nysdot announced no longer considering extending ny 531 redman road. state cited project s price tag, had risen $125 million, , existing road infrastructure in area, state deemed satisfactory , not in need of extension of ny 531. ruled out dot widening of ny 31 through ogden , sweden. instead, nysdot shift focus alleviating traffic issues @ junction of ny 531 , ny 36. improvements considered nysdot include constructing bridges ny 531 on ny 31 and/or ny 36, converting at-grade intersection between ny 36 , ny 531 diamond interchange, or combination of , other, unnamed options. these smaller-scale projects, termed spot improvements dot, range in cost $12 million $20 million.


on june 8, 2017, governor of new york andrew cuomo announced upgrade intersection of ny 531 , ny 36. improve connection between ny 531 , ny 31 safety purposes. instead of abrupt end @ ny 36, new road constructed connect ny 531 , ny 31. ny 31 widened gallup road ny 531; center median added , portion of ny 31 between ny 531 , ny 36 become cul-de-sac residences in area. nysdot projects job completed end of 2018.
