for country eligible potential participation in junior eurovision song contest, needs active member of european broadcasting union (ebu). unknown whether ebu issue invitations of participation 56 active members eurovision song contest. ebu active members listed below have made announcements regards decisions.

active ebu members

 cyprus – on 29 june 2015, national broadcaster of cyprus, cyprus broadcasting corporation (cybc), revealed not participate in 2015 contest due lack of funds.
 france – france 2 announced on 24 june 2015 had no plans return contest, broadcaster sent delegation bulgaria in order observe 2015 edition.
 germany – zweites deutsches fernsehen (zdf) observers @ last year s contest. on 2 june 2015, norddeutscher rundfunk (ndr) stated had not ruled out début in 2015 contest. on 1 july 2015, ard consortium member ndr launched online poll decide whether or not germany should participate in junior eurovision, broadcast on children s station, kika (which joint venture of ard , zdf). germany on list of participants inaugural contest , again in 2004 later withdrew. debut of country in competition didn t materialize. however, on 4 november 2015, announced ndr broadcast livestream of contest on eurovision website first time.
 greece – hellenic broadcasting corporation (ert) stated on 11 june 2015 undecided returning junior contest willing examine interesting projects . however, country not among 2015 edition s list of participants.
 romania – on 4 june 2015, televisiunea românâ (tvr) revealed due lack of interest, romania s participation in 2015 contest unlikely.
 spain – several media outlets reported televisión española (tve) working on returning contest in 2015. however, these claims not confirmed broadcaster. country not among 2015 edition s list of participants.
 sweden – sveriges television (svt) announced on 29 june 2015 broadcaster withdraw contest 1 year focus on new youth-focused projects , hosting eurovision song contest 2016.

in august 2014, executive supervisor vladislav yakovlev said working on finding way allow commercial networks participate in contest, although not ebu members.

 spain – because spanish broadcaster ebu member, televisión española (tve), has declined invitations participate since 2007, european broadcasting union tv committee discuss in coming months possibility allow commercial channels take part in contest. if final decision yes, continue negotiating spanish private tv channels bring spain contest.
