on november 22, 2010, electoral commission of madagascar announced new constitution had been endorsed in referendum 74 percent of voters. put voter turnout poll @ 53 percent. 1 substantive change made new constitution lower minimum age presidential candidates 40 35. made andry rajoelina, 36 , president of country s high transitional authority, eligible stand in presidential elections.
